To be responsive to Los Banos residents, to ensure prompt and reliable services to City vendors, and to provide timely and accurate information to the City Mayor, City Council, and City department heads.

The Finance Department is responsible for utility bills, accounts payable, and the City’s annual budget and financial statements. The Finance Department is located at City Hall at 520 J Street, Los Banos, CA 93635. The City Treasurer is Kimberly Ann Tomas.

The City of Los Banos produces Revenue and Expense Analysis reports on a quarterly basis.
The City of Los Banos produces Continuing Disclosure Reports for the City Bond Issues. These reports contain relevant information for the debts. Continuing Disclosure reports are distributed to the National Repositories for the City of Los Banos Debt Issues and are available here on the City’s website.

Public Utility Rates
The following is the current rate for services effective July 1, 2019. Questions regarding rates and or billing inquiries should be addressed to the Finance department at (209) 827-7000. You can also inquire in person at the Los Banos City Hall located at 520 “J” Street, Los Banos CA 93635.
Residential: (Monthly)
Water: $21.99 Minimum base rate per month (Allowance of 1,500 cubic feet per month) +$ 1.70 Overage cost per 100 cubic feet
For multiple family units greater than one unit on one meter: minimum rate plus $7.82 per unit.
Wastewater Collection: $19.67. Flat charge monthly rate.
For multiple dwellings or trailer parks with a common sewer: $19.67 + $19.67 per each unit in excess of one.
Wastewater Treatment: $8.56 Flat charge monthly rate.
For multiple dwellings or trailer parks with a common sewer: $8.56 + $8.56 per each unit in excess of one.
Deposits: $200.00 per account.
Meter Tests: $25.00 Deposit, returnable if meter registers over two percent more than actual flow.
Late Charges: 15% charge of billing for water, wastewater collection, wastewater treatment, and garbage disposal.
Delinquency Administration Processing Fee: $50.00 for water, wastewater treatment, wastewater collection, and garbage disposal.
Returned Check Fee: $35.00
