Mission Statement

To be responsive to Los Banos residents, to ensure prompt and reliable services to city vendors and to provide timely and accurate information to the City Mayor, City Council, and City department heads.


Background

The Finance Department is responsible for the City’s utility bills, the accounts payable payments, and the City’s annual budget and financial statements. The Finance Department is located at City Hall, 520 J Street, Los Banos, CA 93635. The City Treasurer is Martha Brazil.

Business Licenses


Notice

Los Banos City Ordinance #1037 became effective September 17, 2005. The ordinance changed the Business License Fee Structure and ensures regulation. If you are planning to open a new business, relocate, operate a business from your home, or conduct any business within Los Banos incorporate, you are required to obtain a City business license, prior to starting.

Please Note:  Administrative fees vary depending on the type of Business you will be conducting.  Please call for specific information related to your desired type of business.  All fees including Business License and Administrative Fees are due at the time you submit your application to the Finance Division.  Normal processing time for complete application is 5 – 14 business days.

Important Information

In accordance with Senate Bill No. 1186 the business license fee was increased by $1.00.  Please see below for more information.

Section 4469.

On and after January 1, 2013, each city, county, or city and county shall provide to an applicant for a business license or equivalent instrument or permit and to an applicant for the renewal of a business license or equivalent instrument or permit, the following information:

“Under federal and state law, compliance with disability access laws is a serious and significant responsibility that applies to all California building owners and tenants with buildings open to the public.  You may obtain information about your legal obligations and how to comply with disability access laws at the following agencies:

The California Commission on Disability Access at www.ccda.ca.gov


Additional Information

Your business may require additional permits such as approval of an Administrative Permit or Conditional Use Permit; or coordination with another Agency or Department to verify education, insurance and/or Lifescan criminal history information, prior to issuance of a Business license. Please check if any permits or information is required prior to submitting for a Business License. (By example: Administrative Permits are required for temporary vehicle sales).

For your convenience and review, a link has been added to the PDF version of the Business License Application Packet. Please review and fill out the forms carefully. Incomplete or missing information may delay processing or approval of your license request. Once complete, take the License application, operational statement and appropriate fee to the Finance Division, located at City Hall.

The City of Los Banos produces Revenue and Expense Analysis reports on a quarterly basis.

The City of Los Banos produces Continuing Disclosure Reports for the City Bond Issues. These reports contain relevant information for the debts. Continuing Disclosure reports are distributed to the National Repositories for the City of Los Banos Debt Issues and are available here on the City’s website.

Public Utility Rates

The following is the current rate for services effective July 1, 2015. Questions regarding rates and or billing inquiries should be addressed to the Finance department at (209) 827-7000. You can also inquire in person at the Los Banos City Hall located at 520 “J” Street, Los Banos CA 93635.

Residential: (Monthly)

Water: $21.25 Minimum base rate per month (Allowance of 1,500 cubic feet per month) +$ 1.64 Overage cost per 100 cubic feet

For multiple family units greater than one unit on one meter: minimum rate plus $7.56 per unit.

Wastewater Collection: $19.00. Flat charge monthly rate.

For multiple dwellings or trailer parks with a common sewer: $19.00 + $19.00 per each unit in excess of one.

Wastewater Treatment: $8.27 Flat charge monthly rate.

For multiple dwellings or trailer parks with a common sewer: $8.27 + $8.27 per each unit in excess of one.

Deposits: $100.00 per account.

Meter Tests: $25.00 Deposit, returnable if meter registers over two percent more than actual flow.

Late Charges: 15% charge of billing for water, wastewater collection, wastewater treatment, and garbage disposal.

Delinquency Administration Processing Fee: $35.00 for water, wastewater treatment, wastewater collection, and garbage disposal.

Returned Check Fee: $35.00


Commercial: (Monthly)
Water
For meters less than 1″ $21.25 per month
For meters more than 1″ – 1 1/2″ $25.87 per month
For meters more than 1 1/2″ – 2″ $29.82 per month
For meters more than 2″ to 3″ $34.05 per month
For meters more than 3″ to 4″ $42.54 per month

For meters over 4″ – the minimum monthly charge shall be as determined by the Public Works Department and the City Engineer.

Allowance amount = 1,500 cubic feet per month any usage over 1500 cubic feet during a one month reading cycle will be charged at $1.64 per 100 cubic feet
