NOTICE OF REQUEST FOR PROPOSAL
URBAN FOREST MANAGEMENT PLAN AND TREE INVENTORY

NOTICE IS HEREBY GIVEN that the CITY OF LOS BANOS (herein called the “City”) is seeking proposals from qualified consultants for the creation of an Urban Forest Management Plan and Tree Inventory for city-wide trees in the City of Los Banos.

The Project generally consists of a tree inventory, tree canopy analysis, city tree ordinance review and recommendations, tree care recommendations for removal, replacement, planting and pruning as further specified in the Request for Proposal. The plan will require formal adoption from City Council following its completion.

Sealed proposals will be received by the City, at the office of the City Clerk, 520 J Street, Los Banos California, 93635 until 2:00 p.m. local time on December 10, 2020. City shall reject all proposals received after the specified time and will return such proposals to proposer, unopened. No emailed or faxed proposals will be accepted.

Each proposal must be submitted in a sealed envelope (with Schedule of Fees in a separate sealed envelope within the sealed proposal envelope) and addressed to the City of Los Banos at 520 J Street, Los Banos, CA 93635. Each sealed envelope containing a proposal must be plainly marked on the outside as “UFMP: Attention City Clerk”, and the envelope shall also bear on the outside, the name of the consultant, and their address. If forwarded by mail, the sealed envelope containing the proposal must be enclosed in another envelope addressed to the City of Los Banos at 520 J Street, Los Banos, CA, 93635, and also clearly state, “UFMP: Attention City Clerk”.

All responsive proposals shall be reviewed and evaluated by the City in order to determine which proposer best meets the City’s needs for the Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the City shall evaluate proposals are set forth in the Request for Proposals. The City may conduct interviews of the top ranking proposers in order to make a final selection.

The City reserves the right to reject any and all proposals or waive any irregularities in any proposal or the proposal process.

The successful consulting firm will be recommended to the City Council for authorization to enter into a Professional Services Agreement for the creation of the Urban Forest Management Plan and Tree Inventory.

Acceptance of any proposal submitted pursuant to this Request for Proposal shall not constitute any implied intent to enter into an agreement for services.
